How to made a scrolling effect from top to buttom with simple shape?

If I understand correctly, you could create this animation using the Effect Parameter Chaser. Make sure to select 'Layer Map Settings' as Parameters, place the shape up top > Add Step, then place the shape at the bottom > Add Step, and set up the Fade Time:
